The Islamic groups will never stop threatening the US, but their ability to make good on these threats has been greatly diminished since Oct 7. Hamas' ability to launch major attacks on Israel no longer exists. Hezbollah's military has been defeated. The idea of resettling local populations to other areas has been around (and practiced) for thousands of years.
