Israel is not required to allow Palestinians into Israel. You aren't crying about Egypt not allowing them in there.
Israel had to limit access into Gaza because Hamas was abusing it bringing in explosives to attack Israel with. And instead of providing for their civilians, they built a tunnel system to be used to attack Israel with.
