There is nothing in the above-linked translation about the right to vote, nor on limitations or restrictions for voting by citizens of Israel based on ethnicity.It's been a law for 20 years, princess.
This document concerns applications and granting of citizenship to non-citizens. (It's also an expired temporary order, having been in force from 2003 until 2011. It may have been renewed, but evidence of renewal has not been provided.)
Edited to add: Oh look! The site you provided confirms that the above law was renewed several times but is now no longer in effect. The Supreme Court ordered that all applicants affected by the temporary order have their requests processed through the normal procedure for application for citizenship or residency.
