I think the safest assumption is that they haven't seen the need. That their earlier efforts succeeded, and Iran was set way back.

Putin only had to give Hunter 2.5 million, not a bad deal. Now we are sending Ukraine billions in aid. For Hunter getting his cushy job at Burisma. Also China got their million barrels of oil, for several million to Hunter. That's what an administration looks like that is paid for.
