No, I'm confident (based on commentary by MANY people who worked for him in his first season term) that he is, sadly, every bit as stupid as he appears.

And no, he's not an excellent liar, he is spectacularly transparent. Like a child. The problem is that he knows that the simple and the gullible are easily influenced by repetition (something which he has pointed out). That's why he repeats everything he says.
