That's actually how Washington claims they cut spending. They automatically increase the budget by a certain percentage, then when a program gets a few percentage points less than originally hoped for, they run around like Chicken Little screeching that the sky is falling, dogs will sleep with cats, and people will wear white after Labor Day because of the draconian spending cuts, even though every program got more. The ONLY way to reduce debt is to earn more than you spend, and that's just not going to happen in Washington any time soon, until it's forced on them.No, that's just wrong. Since that future debt does not exist until deficit spending occurs, debt cannot be preemptively lowered simply with less deficit spending.
