Basically, when our family came to America from New Zealand/Canada my father had to have a sponsor (financially responsible for a time) and employment lined up.
It worked for us, why not for everyone else?
Certainly it wasn't just crawl over the border, sign up for benefits and screw over hard working American taxpayers.
