While it may not be clear who would become President after that date, the 20th is the end for a Presidential term. This sitting President would not automatically continue. If the elections for the House were also not clear, there would be no "Speaker". Most likely would be someone from the Senate not up for election and serving as President Pro tempore.

Keep in mind, in most states the margin between Biden and Trump will be such that irregularities cannot make any difference. And if there are enough of such states with clear winners that either Trump or Biden has the 270 already, the election would be over, even if, say, Pennsylvania, were still in some doubt. Nobody would care.

The House would be much more problematic, because there could be a LOT of seats where the margins of victory require an accurate count.

Clearly, Trump was right and the election should be delayed until such time as in-person voting could be the norm.
