The tariffs will not work. They will just increase costs for people. It means that americans pay more and affects consumer confidence which will inevitably impact the economy. So the question is immaterial.

I think the real question to ask is why didn't Obama and Biden care about all the tariffs on American goods abroad? Why were they afraid to do something about China's predatory trade practices? Why were they willing to sell America out? Specific tariffs can be used as a tactical move. For instance in blocking food produced under shitty american standards. Chlorinated chicken being one.
But trump has introduced blanket tariffs and then cancelled them and then brought them back.
Nobody knows what the current position is.
