Aside from the fact she wasn't murdered, "earshot" is a relative term in a crowded hallway where people are screaming.

On her side of the doors, there was one cop. But he was at the top of the stairs and there were people in between himself and Ashes when she tried to climb through the window pane. He was in no position to arrest her or shoot her.

On the other side was Byrd, closest to the doors. Another cop in a doorway further down in the Speaker's Lobby. Another person, maybe a cop, at the other end of the Speaker's Lobby.

On her side of the doors, a hallway packed with angry protesters trying to break in to where they could find members of Congress; threatening the police who were standing in between to the point those cops had to evacuate for their own safety.
