He used his own personal finances to pay off the hooker. That's not a violation of campaign finance. Just saying it is because you want it to be doesn't hold legal water.

It would have to be proven that he only did that because of the campaign and that if he wasn't running for office he wouldn't have done it and he has a HISTORY of paying off people and covering up his bad behavior so it obviously isn't against the law.
