Negroes vote Democrat or they don't vote. Consequently, Democrat feel the need to pander to Negroes. Before the Voting Rights Act of 1965 was passed into law, most Negroes were not allowed to vote. Most southern whites and working class whites voted Democrat. The Democrat Party dominated American politics. Right after the Civil Rights Act of 1964 was signed there was a black ghetto riot in Harlem. Right after the Voting Rights Act of 1965 was passed there was a much larger black ghetto riot in Watts. The Open Housing Act of 1968 was followed by nation wide black ghetto riots.
