It was true in 1997-1998. I moved to Oregon in August, and when I went to do my taxes for that year I had to pay in California and Oregon as well as the Feds. California does a lot of things that should be illegal, but rarely get called on them, because like I said they have an outsized influence in Congress, including counting illegal aliens in the Census, which in turn determines Congressional seats allocated. They've never been audited.

Some rich guys sued later on over being taxed on gains made in other states, but I don't recall how that went, and it was after I was long gone.

Maybe every state has always had a federal program since before the 1980's that gave free health care to everyone in the state that is, poor. They have an exit tax already built in; for instance, if you leave in January, you will pay California income tax on all the money you made in another state the rest of the year. When I moved out, it was form X, don't know what it is now. No deductions for moving expenses, taxes paid in the state you moved to, etc. This was in the late 1990's, so it may have changed, but I doubt it. They base it on the line of your Fed 1040 before any deductions and write offs are subtracted..

Never said it was an exit fee, I said they based it on the Fed 1040 gross income before all your deductions are subtracted from your 1040.

A lot of doctors don't take Medicaid but will take Medicare. They aren't the same thing. Some County hospitals will take poor and those unable to pay, but not all of them. Fort Worth's County hospital. JPS, has programs with low co-pays for poor folks, but the specialists are all volunteers and it can take months to see one, and then the lines are long. People with Medicare get booklets with pages and pages of choices of physicians and HMO's. Medicare finances a lot of the services private insurance provides, hospitals. doctors, etc., probably at least half. Without Medicare a lot of them would shrink in size considerably, or go out of business.
