The ACA is a very large and complex piece of legislation which made systemic changes to the healthcare system in the US, especially concerning Medicaid. I haven't delved deeply into the mechanics of it and can't comment on what's different.
I saw an interview with a Republican Senator before the 2012 election, and I'm sorry, but I don't remember who it was, but he said that these systemic changes which were being phased in, had to be stopped and the legislation repealed before 2013, otherwise, they would be impossible to undo or repeal.
This is why the 2012 Presidential election was so important to Republicans. They needed the White House to stop the ACA from being implemented. That didn't happen. Undoing the ACA won't be that easy.
