I would disagree with any president that suddenly announced that he had passed a law which he would now sign, or walked into a courtroom during a trial, and said that he the president was ruling on the case.

The incoming president found evidence of massive fraud, waste and abuse in spending by one of the executive agencies. He had a duty to put a stop to it. It is bizarre that some obscure federal judge thinks that he can order the President to keep pushing the money out the door.

Violating existing statutes in pursuit of enacting various EO's is one thing. Violating a recently issued court order is another kind of animal.
