Once Congress funds an agency and allows it to award grants, the president can absolutely supervise the awarding of those grants and monitor for fraud waste and abuse.

If he wants to be as dishonest as Biden, he can say "I'm doing it a different way from the way they ruled against, so it will take another ruling to stop me, but it won't stop me because I'll just do it yet another way."

Unfortunately, the courts will just keep putting up blocks, so he will have to find creative ways around it all.

This doesn't need to be said, because I'm sure everyone is PLAINLY aware that the mid terms are going to be HOT...democrats will be all out, anything goes, to win, so they can impeach and remove trump.
