That involved removing and sanctioning Russian affiliates. Once they were removed, American interests under the Barry's admin replaced Russians and continued the corruption instead of serving interests of Ukrainian people.

Since there was ongoing investigation into Burisma, Yovanovich tries to quash the investigation but it didn't work, next Biden demanded removal of Ukrainian chief investigator by withholding aid and claiming he was corrupt, when he was the one that started the investigation into the once Russian influenced Burisma to now American influenced Burisma.

Shokin was canned and the case is shelved until Zelensky is elected. Once in, he is made aware of the case into Burisma and the American oversight into their court system. He want's to get to bottom of it, but that would mean another Ukrainian interference into US affairs, and possibly elections.

He asks President Trump if he is allowed to investigate into American officials, a few weeks after Congress cleared the loans, thereby forcing Trump to withhold aid because now there is a corruption case in Ukraine. Trump obviously agrees, and wants Zelensky to state he is investigating so its made official and we can resume the loan process.

Because now the aid is on hold, Zelensky is able to also ask for new munitions to be added to the bill once it is cleared and approved. This should've been a clear cut case of one country asking permission to investigate people involved in undermining both country's politics but of course this is overblown to the insane limits. Even if Ukraine today investigate and find anything on any US politician (most likely Democrat), it would result in Democrats to scream that Ukraine is interfering into our elections and perhaps do the same as they're doing now, trying to annul it.
