Like I told alang1216 it should be viewed in the wider context of the middle eastern countries the US provides aid to. None of those countries need financial aid. The US does it so that their military is at the standard the US believes it needs to be given the potential risk from bad actors.

They are the most powerful country in the region and don't need to make ANY concessions and that is NOT in US interests.
