Real leaps in SCIENCE, does not happen due to government funded programs. It happens mostly due to investment in the private sector. that being because government funded programs typically do not have the pressure on them to show concrete results ( or funding will be cut) ....and this is why D.O.G.E. In the private sector, if you do not show results then investors pull back thier money, but if advancements really happen then People become fabulously wealthy... and society benefits as a result.

The states that did get $9.00 from the Feds for every state dollar spent....The other states get less than $2.00 for every dollar spent.

Some of them were discovered purely by accident. Think of how many advances were made in antiquity without any funding whatsoever.

You cut spending to levels below revenue and use the excess to pay down the debt. No need to attack the poor, just leave their subsidization to the states, per 10A. Let the private sector capitalists fund the kind of science that people want enough to spend their own money on. If China wants to subsidize the world, let them.
