How is this a government problem if you let untrustworthy people have access to your bank account? ...

Obviously you've never died before ... if the account is in only your name, then only your executor will have access to it ... not family members ... banks are real strict about that ...

If you share an account with someone, or give them their own debit card, then yes the door is open for fraud ... and that door is open right now, the other party doesn't have to wait to steal your money ... except lawfully wedded spouses, as they have full ownership rights to all your money, buck-o, it was cheaper to keep her, remember? ...

• You must return any payment for the month the person died.

I can't speak for Ding .. but I'm too old to be investing much in the stock market ... too much risk of default ... as long as there's no fraud in my pension or savings, then everything is honky-dorky ... let the stock market crash, it's just dividend income that suffers ... remember: as a general rule bondholders get paid before stockholders ...
