As far as a right goes... it isn't a right if it is only restricted to how the government preserves them.

If free speech is a right, the violations of such should be enforced on every citizen, everywhere, else it is meaningless. Hence why Twitter is allowed to censor posts with almost unlimited impunity.

Therefore I posit that we don't have rights, we have privileges.
