If you're talking theoretically then the answer is that one side has overwhelming superiority. We have enforced no-fly zones in the past that have not lead to war.

If you're talking about the Russians in Syria we'd have to tread more carefully. We could destroy both the Russian and Syrian air forces but the fallout would not be worth the result. We could negotiate no-fly zones with the Russians using the threat of providing Stingers to rebels as we did in Afghanistan. The Russians don't want to take us on any more than we want to engage them. Sadly the best we can hope for is a stalemate in Syria, which is what the no-fly will buy us, but the human cost would be enormous.

I don't see a winning move for the US.
