By your reckoning, the employee will pay more taxes and the gov't will get more tax revenue. What about the employer? They pay twice as much per employee. So their payroll essentially doubles. What happens to their profit margins?
They get to expense the cost of labor and have a good excuse for a tax break.

Yes, the infrastructure does exist. But not in the form of UC. It exists in the form of welfare and other social programs. Welfare is far more efficient than UC.
