What needs to happen is:
The people join together to elect 1 - 3 leaders of the changeover. Those leaders draw up a plan to silently, quickly, and surgically remove those cancers in office. Swift, silent, and clean.
Then the leaders would make a nationwide announcement, with proof the cancers have been removed, and the people would then vote on their new leader.
No need for all these people getting hurt, killed, or put in prison. No need for riots or destruction. No need for war.
