We would have no need of minimum wage laws if we only shipped in high skill labor that didn't effect the bottom of the wage scale. We would use additional spurts of immigration as a way to bring those costs down.

Low skill work can only have dignity if there is a shortage of low skill workers. You'll respect your maid a lot more if you're paying her 20 dollars an hour and if she leaves maybe more.
