Newly released video of the September police shooting of Rueben Galindo shows the Charlotte man exiting his apartment with his hands raised above his head seconds before officers fatally shot him.

Between three and four seconds appear to elapse from when Galindo appears at his doorway, Charlotte-Mecklenburg police officers begin to shout orders for him to drop his gun and to put it down, and a series of gunshots ring out, the videos show. The 29-year-old then slumps to the ground outside his northeast Charlotte apartment.

While police Chief Kerr Putney continued to defend his officer’s decisions to shoot Galindo, an expert in police shootings who viewed the videos at the request of the Observer, called the footage “troubling,” and said that Galindo appeared to be trying to comply with two separate police orders when he was shot.

The cops said "Manos, manos" so he put up his hands. It was probably the only thing he understood.

Also, there was less than 2 seconds after "Drop the gun" and the shooting. No one can think to drop anything from their raised hands in 2 seconds when they are making an effort to raise their hands and keep them up.

No, sorry, we are just CITIZENS rather than SUBJECTS. Citizens have rights. Subjects have none.

Not according to our Constitution. Subjects are innocent citizens until proven guilty in a court of law...not by wannabe street judges with a gun and a badge.

If gun is in hand, then in most cases all bets are off. You do have law officers that will work more with people (with gun in hand), to take the individual alive, but that is a choice made by those officers in which they usually make within their descretion, but it all depends on the circumstances in which in many cases are only learned about later in the court cases or courts of law in the aftermath.

Any reason why when he came out, gun or no gun, they couldn't have tried tasing him first? Pretty hard to shoot a gun when you are lying on the ground convulsing. Also, if you think you really need to shoot, does it have to be a head or chest shot -- -- multiple times? Don't cops train to be gun experts so they can hit their stationary target 15 feet away with just one shot rather than a hail of bullets? I DON'T BUY this eternal story always promulgated by the department in every case that they "acted according to policy" and "had no choice." Maybe if cops were required to stand public trial in the same courts we have to, they might be less quick to just gun a person down in cold blood. I bet if they had shot him in the legs, groin or stomach, especially with a large caliber, he would have gone down real quick, been unable to shoot back, and could have been arrested and taken to a hospital to live and stand trial with no greater risk to the officer. Did they even TRY to do any of this? Maybe what needs reexamined is police policy and better training how to SERVE the public rather than slaughter them everytime a nose twitches. I've seen in more than a few cases now where the officer threatens the life of a person who has done nothing, isn't a risk, can be easily handled to remove all risk, and in rather ordinary situations.

Er...dead men don't drop guns...the grip of the dying gets tighter. He didn't have time to drop the gun because he was probably wondering wtf all those bright lights were about. He hadn't commited a crime so it took him a few seconds longer to process what was occuring. Plus...with spotlights shining in his eyes he didn't even know the cops had their weapons drawn. I can't see any gun in his hand. If they knew he spoke no english, they should have had a Spanish speaking or whatever person there. In this case the guy's arms were up, he appeared compliant, he made no threatening, sudden or suspicious moves that I saw, and I saw no danger the police were in. He was in the open and they were under cover. So why were they shooting? They should have had one or two cops up close safely under cover to speak to and arrest him and another cop far back out of sight in the darkness with a rifle trained on him.

I speak English and enough Spanish and German to get by. Even know a little sign language (used to work with a deaf guy). Is there some reason why cops are too stupid to learn a little Spanish, especially in a Spanish-speaking area just to be able to say: "Stop! We are the Police! Drop your gun and get down?" Is this THAT hard? Or to sign that to a deaf person? How do they know he's deaf? You TRY IT rather than assume the guy is ignoring you and shoot him in the heart. I love and respect the police, and thank god they treat people with civility in my area, BUT I WON'T MAKE EXCUSES FOR THEM NEITHER in situations where common sense dictates that more could have been done with very little effort.

I'm sorry policing is a dangerous affair, but no one made them take the job, and I don't much cotton to the view that somehow their life is more valuable than mine that I be shot dead for even the slightest perceived risk to the officer! WHAT THIS AMOUNTS TO is a license to kill with impunity! Unless the officer just happens to feel like giving you a chance. So why not just shoot in every case you think there is even a small risk? IS IT ANY WONDER why many resist, fight back; BOTH SIDES are creating the polarity where each is a greater danger to the other. I'm tired of the hands off attitude where nothing is questioned and everything goes with the police. If that is the case, they are no longer making my community safer. THEY have become the greatest danger many people now face.

I never tried to deny that. Blacks pose the greatest danger to other blacks. But where I live there are few blacks and those that are, are pretty nice people and the police are too. I know many of them by name.

I don't know if its zero, but I certainly would comply with them. But then, I'm an intelligent, reasonable person. Many are not. There are many situations------ a lapse in medication, epilepsy, medical condition, deafness, alcoholism, difference in language that might cause a person to not be "cooperative." It seems to me the police could do a better job in many cases------ and WOULD, if they were required to.
