Hamas attack on Israel elevated terror risk to US to 'a whole other level': FBI

The head of the FBI warned the threat of a terrorist attack within the United States was an extreme concern for the U.S. government and has reached a heightened level since the Israel-Hamas war.

FBI Director Christopher Wray testified before the Senate Homeland Security and Governmental Affairs Committee on Tuesday that Hamas's attack on Israel in October "will serve as an inspiration the likes of which we haven’t seen since ISIS launched its so-called caliphate years."

"The terrorism threat has been elevated throughout 2023. But the ongoing war in the Middle East has raised the threat of an attack against Americans in the United States to a whole other level," Wray said.

Concern over the threat of terrorism has grown since the Oct. 7 attack in Israel by Hamas militants who killed more than 1,400 Israelis, as well as raped, tortured, and beheaded women and infants during the hourslong attack. Since then, the death toll in Gaza has risen to about 8,500, according to figures from the Hamas-run Health Ministry.

In fiscal 2023, which ended in September, Border Patrol agents arrested 169 illegal immigrants at the southern border who attempted to enter the country from Mexico without permission and were determined to be on the FBI's terror watchlist. The figure is 10 times higher than two years ago.

Over the past three weeks, the FBI became aware of calls by multiple foreign terrorist organizations to attack Americans and the West, according to Wray. The most specific call to attack the U.S. came from al Qaeda, while the Islamic State urged followers to target Jewish communities in the U.S. and Europe. Hezbollah endorsed Hamas and threatened to attack U.S. interests in the Middle East.

A senior official within the Office of the Director of National Intelligence said every branch of al Qaeda has called on supporters to engage.

"We've also seen it from ISIS, which ideologically isn't aligned with a group like Hamas but is still leveraging this current conflict to try and sow the kind of violence, bring adherence to its cause in sort of an exploitative way," Christine Abizaid, the director of the DNI's National Counterterrorism Center, said.
