I am familiar with dark neighborhoods that are safe and some that are not. It depends on the kinds of families that live there.

I don't deny that there's dysfunction in some black/brown communities. There's also some dysfunction in some white communities, too. There's more of it in black/brown communities because, historically, whites have used black/brown people to create their wealth, which involves a lot of exploitation.

Here in WA it's been a struggle for most retailers in all areas.........ever gone into a grocery store or Home Depot with an armed guard at the door? And not in the ghetto or just Seattle. Many a business has been forced to close due to the losses from theft.

I can't speak to the video, but as for the issue of high rates black crime in urban centers, it's culture. More specifically, micro-culture. White America had a pretty significant hand in creating black American culture and many of the socioeconomic problems black people face. That doesn't excuse the crimes when they occur, nor does it mitigate the consequences, but it would be cool if more of us would look in the mirror when we lecture other communities about their problems that we probably know little or nothing about other than what we see in the media.

It's "THEIR" culture. They're the problem. They don't care about making things better. The bad folks in their community destroy all the good things in their community. So much so that decent black folks are getting sick of it. Bad black parents raising bad black kids.
It's getting so bad now that many property owners are rejecting section 8 applications now. They too are tired of blacks destroying their properties and the property values.

It's a messed up situation.
Blacks get a slap on the wrist and get turned back into society. Especially in those "no cash bond" places. Prosecutors and judges go easy on them when they do get to court.
Citizens turn a blind eye. Clerks, like you mentioned can't do anything.
Citizens, when they do get involved, chance getting some sort of charge against them.
