Most women miss thier period 2 weeks after fertilization. You miss your period after a rape, it would be wise to assume you are pregnant and not wait 5 weeks assuming you are just late.

If the voters had a legal petition with enough signatures then it cannot be kept off the ballot.

They had that in Alabama. The judges found a technicality that they could deny it on. If they were keen on democracy and "state rights" they could have allowed time for the correction to be made.
