I don't like this idea. The government should keep its nose clean. We can't have for-profit corporations being driven by government policy, we have plenty of historical precedent for that and none of it is good.
They take taxpayer dollars and invest it in businesses, and it happens in other ways too, for example CalPERS is a big investor on Wall Street. But the tagging of businesses as "essential for national security" and then propping them up with taxpayer dollars when they fail, is a clear indication that your national security is in a sorry state.
As an alternative, Intel could be split up into several smaller competing companies. Ultimately that might cost the taxpayers less, than continuing bailouts. Besides, security requires redundancy, a single point of control is a single point of failure.
