What is the GOP's best option for changing with Obamacare?

I'm not at all convinced that not voting on the recent health care constitutes a "loss" for the GOP. First, remember that this bill was limited to budgetary tinkering in order to avoid a Senate filibuster. Second, it would have left the Dems off the hook for the 2018 elections. Third, it will require a 60-vote GOP majority in the Senate to pass any comprehensive replacement of the current law.
