Only in high school libraries. However I would not permit it as I would object to any book showing illegal activity with minors in a positive light.

Public libraries are different. It could be permitted in adult fiction section.

In Shakespeare's time, Juliet's stated age of fourteen, was, to use a term that appears in the play, “a pretty age”—an age at which she should marry. So, by the standards of its time, not a minor at all.
