It is very clear the federal government is banned from any firearm jurisdiction.
If the 2nd amendment were not enough, then the 9th and 10th clearly state there can be no federal law that is not explicitly authorized by the constitution, and there is no constitutional authorization for any gun laws at all.

The constitution basically says the executive is supposed to do what the legislative tells them to.
The only legal way the executive can bar congressional members is if the majority of congress wants the specific members to be barred.
The executive has no authority of its own, and it all comes from congress.
