The rules is that the Ethics Committee loses is authority to release the report if the individual is no longer a member of the House or is no longer a candidate to fill a Cabinet position.

Actually the LAW says if they have proof of the commission of a crime (felony) and don't report it to the authorities, that is itself a felony.

Misprision of a felony is a federal crime that occurs when someone knows about a felony but doesn't report it to the authorities. The crime is defined in 18 U.S.C. § 4, which states that anyone who conceals a felony can be fined, imprisoned, or both.
