LOL!
The 75% comes from the OP link. And the 39.6% rate under Clinton is the one that we'd return to if the BOOOOSH tax cuts expire.
OMG !

THERE IS NO 75% TAX IN FRANCE !!!
The scale of tax ("income taxes") is :
- Up to 5963 euro (7 509 US$) : 0%
- From 5964 euro (7 509 US$) to 11,896 euro (14 980 US$) : 5.50%
- Of 11,897 euro (14 980 US$) to 26,420 euro (33 270 US$) : 14.00%
- Of 26,421 euro (33 270 US$) to 70,830 euro (89 196 US$) : 30.00%
- Beyond 70 830 euro (89 196 US$) :
41.00%
Except for Authors (writer, filmmakers, etc..), Artists (painters, musicians, actors, etc..) And sports (resident "tax" in France) who may opt for a withholding tax of 15%, levied on their gross remuneration
To this charge is added "the solidarity tax on capital", which is a "progressive tax" only on the upper capital, rate of 0.55 to 1.8% (tax, which I reminds us, must be paid ONLY if your capital exceed 3 million euros)
It is also important to know that our country does not work like yours. You dont have a "big tax", but you need to pay for EVERYTHING which is not the case in France.
For example :
- If I'm sick, I would spend absolutely nothing to the doctor or to the hospital !
- Drugs in pharmacy are reimbursed by "social security" (if they are prescribed by the doctor)
- If I want my kids to school (small classes until the university), I would spend absolutely nothing (except for "private" schools such as "Grande Ecole de Commerce de Paris")
- I have access to support of expenses related to "work accidents"
- I have access to financial aid in case of handicap
- I have access to "housing assistance" (which supports part of the price of my rent, based on the amount of my salary)
- If I can not find work, I have the right to "unemployment assistance"
- I also right as an allowance (income of € 475) if I have no work, I have over 25 years, AND I actively seeking work (we call "Active Solidarity Income")
- I also the right to "paid vacation" (during which period I can go on holiday, and my employer pay me)
- I also have a right to "parental leave" (16 weeks) in the case of a birth (or adoption), for a parent to participate in the education of my child (and I'm paid during this period: from € 8.20 to € 67.36 per day)
- And many others thing (the list is long but here are the main) ...
France and the U.S. are completely different (even if our politicians want that Europe looks like the United States, that we dont want)
An American has not the same dreams as French. For an American, you have the "American Dream", the financial success. For us, the most important is solidarity, equality, or social justice.
A quote that explains well the difference between our two peoples is probably: "The French want to know why. Americans want to know how."
In the U.S. you are many respect for the "action", In France, we have respect for "ideas", and that's very different !
It's two different cultures, two different systems, there is no "good system" and "bad system", just two different system !
