Mussolini was originally a socialist, and decided nationalism and letting the means of production stay private was a better option than the Soviet internationalism and government ownership.

Franco got power due to not unreal fears that the socialist government that had just won in Spain would go Communist.

So in one case it was a modification of soviet authoritarianism, and in the other a reaction to it.
