FDR DID want the USA in the war against Nazi Germany. In 1941 he was already fighting an undeclared war with teh navy order to shoot on sight any German warships or submarines. He was also escorting British convoys halfway across the Atlantic to save the Royal Navy escorts from being over extended.

I got this directly told to me by a Navy Commander (Ret) who was American ships under FDR who reported that FDR did attack Nazi submarines prior to the Japanese attack on Pearl Harbor. FDR admired the way the Nazis caused Germany to recover from your topic of WW1.
