I see that, after consulting Wikipedia, Jihad Joe has responded to you by claiming that Banastre Tarleton was merely a "bandit," and that, gee, Tarleton had "a pretty decent career" after the war. Tarleton, as you correctly note, murdered prisoners of war, which is why he was commonly nicknamed "Ban the Butcher" and "Bloody Tarleton." He was arguably a sociopath. He once bragged, in writing, that if he could get away with it, he would give "no quarter" to any Patriot fighters. He was much worse than a bandit.

As for the curious point that Tarleton had a "pretty decent career" after the war, well, gee, a number of vile Nazi and Japanese war criminals had "pretty decent careers" after WWII, as did many Soviet and Chinese Communist war criminals! Heck, some of North Vietnam's vicious leaders were some of the worst war criminals in human history, but they enjoyed successful careers and lives of comfort and ease while they imposed misery on tens of millions of Vietnamese after the Vietnam War.

Okay, this is a big so what. War is Hell, and war crime trials are the winners punishing the losers. The Rebels didn't win enough to punish the losers, that was the thing.

Most military leaders in war are sociopaths. Patton was a sociopath. Rommel was a sociopath. Zhukov was a sociopath. You have to be to kill that many people and still be able to sleep at night.

Here's why those NV leaders had great careers. They were national Heroes who had fought against the French, the Japanese, the Americans and if they hung around long enough, the Chinese in 1979.

Vietnam would have been a much happier place if we didn't try bombing it back into the stone age to get them to pick a form of government we liked. The guys who should have been tried as war criminals were LBJ, Nixon, and Westmoreland.
