From what I understand both Ryan and The Turtle told Trump it was a non-starter though Trump campaigned on the issue due to the brew-up of the Common Core issue at the time. His proposal was to merge the departments of Labor and Education with the latter left mostly unfunded.

While it was indeed a non-starter in the senate unless done under reconciliation the department could have easily been defunded by the House or more to the point moneys moved around that would gut the department's more egregious efforts like a fish.

In 2017 Rep. Thomas Massie introduced a bill to eliminate the department but it went nowhere and was seen more as "symbolic legislation" than a serious attempt to get shed of it.
