Tariffs are a consumption tax, a tax that people can choose not to pay by not consuming X goods.
Poor people don’t buy expensive goods so I suspect they’ll avoid tariffed items whereas wealthy people buy what they want to buy therefore tariffs are a consumption tax on wealthy.
