Nope, Ukraine was nowhere close to qualifying for membership. By most estimates it would take them almost a decade to implement required reforms and that's IF they found some way to settle territorial disputes in Crimea and Dombas.

Ukraine's real threat to Putin's regime was it's possible success as an open, western style democracy, while Russia stagnated as a de-facto autocracy.
