California needs to build Water Desalting plants by the Hundreds. Its got hundreds of miles of shore line that the millionaires / billionaires do not want to give up for the better of the people. So give it up ! Thirst is the reason ! Some have unlimited amounts of water to keep refilling their pools every week at just one price, so give it up. The Salton Sea was created by canal and flooding of the Colorado. Sure the Taxpayers have been robbed ! The Politicians of California believe they can steal water rights from neighboring states just cause they can do whatever they want to pass into law and all of us really care about what they want.

Israel builds water desalting plants, so can Cal. build 100's. They don't want too ! People would move into those beautiful coastal areas. They already turned down American Water's proposed Monterey desalt plant.

For decades now California has wanted to create some sort of aquaduct from the Columbia river up here in Oregon/Washington. We've repeatedly thumbed our noses at them.
They could do as you say, and build desalination plants, but they won't. They'll bleed others dry first.
 
They don't have the Electrical power to pump the amount of water they forecast that the needs of the people need just like they do not have the electrical power to plug in / charge 13,000,000 Tesla's every noon.
 
August 11, 2022 report states 370 water districts have failed and another 400 are about to fail in Cal. Reason Arsenic in the water above acceptable levels. San Jua kène Valley is one example. Cal. Food growers there also. It takes 36 months for the Board to get anything done.

 
Oboy water doesn't soak into dry ground very quickly. It just runs off & causes flash flooding.

Rob Thompson, University of Reading published a Study. Soggy ground grabs water very quickly while parched ground just washes it away.
