California needs to build Water Desalting plants by the Hundreds. Its got hundreds of miles of shore line that the millionaires / billionaires do not want to give up for the better of the people. So give it up ! Thirst is the reason ! Some have unlimited amounts of water to keep refilling their pools every week at just one price, so give it up. The Salton Sea was created by canal and flooding of the Colorado. Sure the Taxpayers have been robbed ! For decades now California has wanted to create some sort of aquaduct from the Columbia river up here in Oregon/Washington. We've repeatedly thumbed our noses at them.
They could do as you say, and build desalination plants, but they won't. They'll bleed others dry first.
