Being former military doesn't by default qualify anyone to be head of the DOD. Heck, even being decorated with the Medal Of Honor, doesn't automatically qualify someone to lead our DOD. He could be the most decorated, highest-ranking member of our military, and even that wouldn't qualify him to be head of the DOD.
