That's not the Quran, that's the equivalent of the Muslim "midrash" or aggadah (Jewish traditions, legends, homiletic literature.etc). There are equivalent passages, in Jewish tradition and in their Hebrew Bible, essentially instructing Jews to do the same thing to the "Goyim" (Gentiles).
