(Almost as an aside: I have seen your type of irrelevant question from others, here, too. One variant is “what have YOU done about it?” as if to suggest that if you haven’t “done” something about the topic in your own life, then talking about it, here, is of no value. That’s one odd definition of value, you have.)

Related fun fact, a political message board exists to discuss matters of some concern to the members. We are by and large not legislators and our discussion rarely if ever move the needle on how our government operates.

As Templar Kormac wrote it's listed under "Jus sanguinis" (by blood). His parents were not legally citizens within the child's place of birth....
