It's a factual assessment. The banks were in fact lied to, which is what constitutes fraud.That's his assessment of it. If the banks disagree, they can counter offer. Banks set interest rated based on risk. People with less risk get better interest rates. Apparently the banks deemed trump wasn't a high risk and therefore they agreed with his assessment or deemed he wasn't a big risk and felt they didn't need to do their own appraisal. Either way, the banks were not defrauded, if they agreed to the risk..
