'In 1897, most Americans of both sexes thought that women were well represented by their men whether they voted or not. Women were indifferent to voting rights because they did not think their husbands, fathers, or brothers had an interest opposed to their own. The women on New Jersey were quite willing to vote when they had the chance. But they did not protest when they were no longer permitted to vote after 1807.

The early American assumption that men and women have, or believe they have, a common interest seems to be confirmed by male-female voting patterns after women began voting in 1920.For many decades, the only divergence between men and women was a slight female preference for Republicans, which lasted until 1964. According to asn early survey, 3 percent more women than men favored Harding for president in 1920. In presidential elections from1948 to 1960, the Republican was favored by more women than men by an average margin of about 3.5 percent(Contrary to a common belief, that includes the election of 1960; if women alone had voted, Nixon would have defeated Kennedy.) In 1954 there was virtually no gender gap. By 1968 womenvoted more Democratic than men by a 2 percent margin. This gap widened to 6 percent in 1984, and it has remained close to that ever since (it was 6 percent in 1996).

But even here the statistics are misleading. In 1996, a Wirthlin poll found that married women split their vote evenly (44 percent each)between presidential candidates Dole and Clinton. However, working women -- a category that includes large numbers of single women, divorcees, and widows -- supported Democrat Clinton over Republican Dole by a 21 percent margin, according to the Voter News Service exit poll; Clinton's lead among widows and divorced women was even higher, 33 percent. It is (unmarried [italics]) women who account for most of the much publicized "gender gap." In other words, the gap is really a "marriage gap" not a gender gap. It is a gap not so much between the sexes as between women who (for the most part) enjoy the support of a husband and women who (for the most part) are potentially or actually dependent instead
on government. Pollster Kellyanne Fitzpatrick, commenting on the fact that some women voted heavily Democratic in 1996, said that "women see government as their insurance." '
