There are only 2 strategies for any epidemic, either full quarantine or accelerated herd immunity.
Which you pick depends on lethality.
With something very lethal, like Ebola, you do full quarantine.
With something not very lethal, like covid or flu, you try to accelerate herd immunity to end it as quickly as possible.

We did neither, and instead "flattened the curve", which keeps the epidemic around indefinitely, maximizing the death total.

Herd immunity without a vaccine is how every single epidemic in progress has ever been ended.
Vaccines take too long, so have never once ended any epidemic.
Vaccines are only to prevent future epidemics.

Fauci claimed herd immunity would require 2.4 million deaths.
There are many reasons he was way off.
There are small factors, like how many were already immune, lethality off due to not counting the asymptomatic, etc.
But the biggest factor was that he use the over all lethality based on most of the deaths, and they actually were mostly those over 70.
If you instead deliberately infect volunteer under 40, (called variolation), then you reduce the death toll by a factor of 400.
That alone reduces Fauci's estimate of 2.4 million, to only 6,000.
And then we could have ended it last March.
