What is US military spending? How much is NATO? It's a difficult question.
Certainly attacking Iraq is not NATO spending. The US's military bases in Israel, Cameroon, South Korea, Japan, Iraq, are not NATO.
How can you compare Germany which doesn't go warring with the US which does? Germany spending is all NATO. Because it doesn't do anything else. The US's spending is hardly all NATO.

No, they have not been paying their fair share of NATO as the recommendation is 2% of GDP and numerous countries aren't near that figure just as the article shows. Period, end of the story.
