About three weeks earlier, Mr. Papadopoulos had been told that Moscow had thousands of emails that would embarrass Mrs. Clinton, apparently stolen in an effort to try to damage her campaign.

Who told him that?

Not sure, but when hacked emails got leaked after Papadopoulos talked about that earlier, that led to the FBI launching an investigation. The dossier was NOT the catalyst for opening up an investigation.

It's illegal for a candidate to solicit campaign contributions from a foreign national. Hillary didn't do that. She hired a U.S. firm, not Steele, to perform opposition research.

Yes. It was legal for Steele to obtain information from Russian spies.

Russian interference is legal if a British guy also interferes?

Fulfilling a contract isn’t interfering. It’s not a political contribution.

If Steele had been trying to do all of this on his own you might have a case.

Yes. It’s a fair exchange for money and services. It wouldn’t make any sense to outlaw any foreign national to provide any commercial service to a campaign.
